Descrição e Informações Adicionais | he National Climate Change Plan is the main policy initiative dealing with climate change mitigation and adaptation strategies in Brazil. Our analysis shows that while mitigation is being addressed through strategies involving energy, biofuels and forestry sectors and institutions, adaptation strategies bear much less importance in the grand scheme of national policies. Most notably, key areas such as sustainable land use, disaster relief and environmental health apparently play a minor role in the overall climate change policy framework. On the one hand, the cozy triangles between the energy and agriculture sectors, scientific networks, and government-led development programs play a defining role in climate change mitigation policies and strategies in Brazil. One of the key mitigation strategies proposes that the future agroenergy frontier will expand on pastureland and degraded lands, which in itself will bring about lasting impacts and transformations of landscapes throughout the country.. For instance, environmental health and disaster relief programs are not mainstreamed into wider adaptation policies and tend to be adopted solely within the context of emergency events. As communities and landscapes in Brazil are becoming more vulnerable to climate change, institutions that should be dealing with climate change preparedness, resilience, and adaptation, such as disaster relief, environmental health, and rural extension agencies were apparently left out of drafting concrete climate change adaptation-oriented policies and actions. Our analysis is based on the authors` research on biofuels policies and initiatives in Brazil and participant observation and ethnography on the implementation of environmental health and risk assessment policies nationwide |
