Descricão e Informacões AdicionaisThe paper analyses the allocation of health services among brazilian Regions and States. A relative service deficit indicator is constructed to achieve that goal, using an equity based criteria, what means equality of access for equal needs. Data Envelopment Analysis (DEA) is used to estimate a best service availability frontier for equal needs. The results show great differences of health services availability among the Regions and States. From regional point of view, the South has the best situation, while the North experiences the worst deficit of health services. These disparities highlight the importance of the deficit evaluation as an instrument to guide public action, specially in the brazilian context, where generalization of covering and access is a constitutional rule.
