| Descricão e Informacões Adicionais(en) | The general objective of this study was to carry out a criticalanalysis on the current purchasing process of the Federal Government of Brazil, particularly the electronic licitation, in order to highlight the main difficulties and weaknesses of the current system and, based on this analysis, to propose new strategiesthat can improve it. By means of a qualitative approach based on public documents and the relevant literature, a set of weaknesses in the government procurement process was listed, confirmed by semi-structured interviews with specialists. In order to mitigate these problems, an intervention proposal was developed based on the concept of Smart Contracts. This proposal was discussed with other specialists to verify its applicability as an alternative to resolve the identified weaknesses. Such specialists corroborated the proposal to use Smart Contracts, based on Blockchain technology as a promising alternative for government procurement. The proposal was considered a significant change in contractual interaction as it offers greater transparency, integrity, traceability, auditability and agility in public procurement processes. |
