| Descrição e Informações Adicionais | Considering the importance of the legislation governing the hiring of outsourced Information Technology ( IT ) and the amount of expenditures spent in this segment supported by the fact that the Court of Audit ( TCU ) is the agency with supervised role in Public Administration Federal, becomes interesting to see if the body follows the same pattern audited by him. To this end, we used a historical analysis as a tool of all contracts for outsourced IT services maintained by the agency during the years 2000-2013 with the objective to verify the amount spent spending, identify if there were discrepancies between the values predicted expenses and actual amounts spent and if there is some disagreement in the administration of such contracts regarding legislation. In the analysis, we made a detailed survey of relevant legislation and all contracts of the past 13 years have identified the body as well as the terms additives which were added to each contract over time of its validity. At the end, it was found that there is a discrepancy between planned spending and actual spending figures values over the years and was also found items in disagreement regarding the legislation . Thus, IT outsourcing is not necessarily proved the best solution to the problems the public sector faces with the lack of skilled personnel , leading to a reflection on the cost - benefit of maintaining these contracts in public administration. |
