The first edition was only in paper, there was no e-book edition. The first paper edition is now sold out. We think that it is time to have new edition, now also in e-book format. This work is a result of a research project that analyzed the problem of tobacco epidemic and proposed a solution to public policy on how to manage taxation to face the problem. Since the research was concluded and the first edition was published many actions have been put in practice trying to manage the tobacco use problem, however it is far from been solved. Some countries have been having success, other not. Recent medical research shows that the mutation potential of tobacco products is higher than the usually noticed. There are recent estimates that 6 million people still dying of tobacco-related diseases each year, in other words, approximately one out of ten deaths worldwide are currently caused by tobacco use. For these reasons this book is still useful to researches and policy makers. Foreword For centuries humanity has lived with tobacco. It has been used to cure diseases, in religious ceremonies, in social rites and for recreational purposes, though it was only after the European civilizations entered in contact with tobacco in the Americas that it turned into a global commodity. Nowadays, tobacco is produced in many continents and widely consumed in almost every country. However, as our knowledge about the consequences of its usage evolved, it became clear that more than a regular product, it was a global liability too widespread to be simply prohibited. Today it is widely known that tobacco causes various types of cancer, heart diseases, respiratory diseases, pregnancy diseases and fetus deformities.
